The dry season that has persisted over the past several weeks has begun to affect the agricultural sector in Luwu Regency, South Sulawesi. A number of rice fields have experienced water shortages, disrupting rice growth and increasing the risk of crop failure for farmers. The situation has prompted PT Masmindo Dwi Area (MDA), together with the Luwu Regency Government, through the Agriculture Office and Social Affairs Office, as well as FORDES MATAPPA, to take a number of measures to help meet the water needs of affected agricultural areas. The response has been tailored to local conditions and the availability of water sources in each area, ranging from the use of water pumps and the provision of drilled wells to the deployment of water trucks. In implementation, the irrigation efforts are being carried out in cooperation with the Luwu Regency Social Affairs Office.Overall, these efforts have reached approximately 70 hectares of agricultural land across Tampumia Radda, Balo-Balo, Kurusumanga, and Senga Selatan. The support is focused on areas experiencing limited water supplies to ensure that rice crops already planted continue to receive sufficient water throughout the dry season.MDA’s Chief Mining Engineer (KTT), Mustafa Ibrahim, said the initiative is a joint response to the conditions faced by farmers and is being carried out in coordination with the Luwu Regency Government and FORDES MATAPPA.“We recognize that this situation requires a collective response. At least, we still have hope of harvesting our crops,” said Adi.The collaboration between MDA, the Luwu Regency Government, and FORDES MATAPPA is expected to help farmers get through the dry season while maintaining the rice crops that have already been planted until harvest. PT Masmindo Dwi Area (MDA) continues to strengthen its Jaga Keselamatan Desa (Village Safety Initiative) through capacity building for the Disaster-Resilient Village (DESTANA) in Rante Balla Village, Latimojong District, Luwu Regency. This time, the capacity-building initiative focused on the community’s ability to manage a communal kitchen, an essential component of emergency response and post-disaster relief efforts. In collaboration with the Center for Mapping and Disaster Studies (PUSPENA) of Universitas Cokroaminoto Palopo (UNCP), the activity involved the Luwu Regency Social Affairs Office, the Luwu Regency Regional Disaster Management Agency (BPBD), the Indonesian Red Cross (PMI), the Disaster Research Center of Hasanuddin University, MDA’s Emergency Response Team (ERT), and local residents. The collaboration forms part of an effort to establish coordinated preparedness at the village level.During the simulation, residents not only gained an understanding of the functions of a communal kitchen but also participated directly in the various stages of its operation. These included assigning roles and coordinating personnel, managing food supplies, preparing meals, and distributing food to affected communities. The Secretary of the Luwu Regency Social Affairs Office, Drs. Rusdin, M.Si., said that the ability to meet people’s basic needs is an important aspect of a village’s resilience when facing disasters.
“Village resilience is not only measured by the community’s ability to save themselves from disaster threats, but also by its ability to ensure that no resident loses access to basic necessities after a disaster occurs. A communal kitchen is one tangible manifestation of this social awareness, when safety is no longer understood merely as individual safety, but as a shared responsibility to ensure the safety and continuity of life for everyone,” Rusdin said.
According to him, the involvement of the government, community, humanitarian organizations, and companies in the simulation is also important for establishing coordination before an emergency occurs. In this way, each party understands the role it needs to play when responding to a disaster situation.Chairman of PUSPENA UNCP, Dr. Ichwan Muis, said that community preparedness cannot be built solely through technical knowledge of disaster management. The ability of residents to identify risks, organize themselves, and utilize available resources within the village is equally important to enable communities to take an active role during emergencies.
“Disaster-Resilient Villages are established to identify risks, organize communities, and foster social awareness to safeguard village safety,” Ichwan said.
MDA’s Chief Mining Engineer (KTT), Mustafa Ibrahim, said that strengthening community capacity is an important part of the Jaga Keselamatan Desa program. According to him, preparedness is not simply about knowing what to do when a disaster occurs, but also about enabling communities to organize themselves and meet basic needs during an emergency.
“Preparedness must be built before an emergency occurs. Through exercises like this, communities not only understand their roles but also gain practical experience in working together, managing available resources, and responding to situations in a more organized manner. This is what we seek to continuously strengthen through Jaga Keselamatan Desa,” Mustafa said.
The communal kitchen simulation in Rante Balla complements the series of DESTANA capacity-building activities carried out by MDA in collaboration with PUSPENA and relevant stakeholders. Through this program, the capacities developed are expected to become increasingly embedded at the village level and be readily utilized by the community when facing emergency situations.

Therefore, the ability to perform security functions must go hand in hand with appropriate communication and conduct in the field.“How we communicate, take action, resolve situations, and treat every individual must always uphold respect for human rights, professionalism, and proportionality. These principles must be reflected in our daily work and aligned with the MATAPPA values,” said Trisakti. In his presentation, Saurlin P. Siagian, S.Sos., M.A., emphasized that an understanding of human rights is directly related to operational activities, including the implementation of security functions. Various decisions and actions in the field need to take into account respect for the rights of all parties, ensuring that security duties can continue to be carried out effectively and in a measured manner.Meanwhile, Dr. Abdul Rahman Nur highlighted the importance of incorporating a human rights perspective from the outset into decision-making and the management of potential issues in the field. According to him, this approach provides greater opportunities for preventive measures before an issue develops into a conflict.“Human rights should not only be discussed after a conflict occurs. Human rights principles must be part of the company’s decision-making processes and operations from the outset,” said Abdul Rahman. For MDA, the training is increasingly relevant as the company’s activities enter the construction phase, which has also increased the intensity of interaction among workers, contractors, communities, and various stakeholders around the company’s operations. Amid communities with diverse values, cultures, and local wisdom, security personnel are expected to carry out their duties while upholding professionalism and mutual respect.Through its collaboration with Unanda and the involvement of practitioners and academics, MDA continues to promote the strengthening of human resource capacity and quality in the field alongside the growth of the company’s activities.

PT Masmindo Dwi Area (MDA) continues to strengthen the implementation of Jaga Keselamatan Desa (Village Safety Initiative), one of the key pillars of its Jaga Desa Program, through the Disaster-Resilient Village (DESTANA) Capacity Building Program in Kadundung Village, Latimojong District, Luwu Regency. Conducted in collaboration with the Center for Mapping and Disaster Studies (PUSPENA) of Cokroaminoto University of Palopo (UNCP), the Luwu Regional Disaster Management Agency (BPBD), and the Indonesian Red Cross (PMI), the initiative makes Kadundung the fifth village to receive DESTANA assistance since the program was launched in 2024.The program was developed based on community aspirations gathered through the MATAPPA Village Forum (FORDES MATAPPA). These aspirations were translated into a collaborative initiative aimed at strengthening community resilience against disaster risks through the establishment of Disaster-Resilient Villages (DESTANA). The program includes disaster risk mapping, the development of village emergency response mechanisms, disaster simulation exercises, and basic emergency response training. The initiative is implemented progressively, taking into account the unique characteristics and needs of each village. Following its launch in Bonelemo and Ulusalu Villages in 2024, the program expanded to Boneposi, Tolajuk, and now Kadundung throughout 2026. This phased approach reflects MDA's long-term commitment, together with its partners, to building a sustainable disaster preparedness system across the Latimojong area.In Kadundung Village, community members participated in training on disaster risk reduction, emergency coordination mechanisms, and the development of village emergency response plans. The program concluded with a first aid simulation led by the Indonesian Red Cross (PMI) in collaboration with PT Masmindo Dwi Area's Emergency Response Team (ERT). During the simulation, participants practiced victim handling, initial evacuation procedures, and coordination among village stakeholders, providing them with practical experience in responding to emergency situations.PT Masmindo Dwi Area's Head of Mining Engineering (KTT), Mustafa Ibrahim, stated that strengthening community capacity is an essential part of the company's commitment to responsible and sustainable mining operations.
"At MDA, safety is not only a workplace culture but also a value we strive to cultivate together with the communities surrounding our operations. Through the Jaga Keselamatan Desa initiative, we continue to strengthen collaboration with government institutions, universities, humanitarian organizations, and local communities so that every village is better equipped to identify risks, establish effective response mechanisms, and act swiftly during emergencies," said Mustafa.
Head of the Center for Mapping and Disaster Studies (PUSPENA) at Cokroaminoto University of Palopo (UNCP), Dr. Ichwan Muis, emphasized that building disaster-resilient villages requires continuous mentoring to ensure that preparedness becomes an integral part of community culture.
"A disaster-resilient village cannot be built through a single training session. It is the result of continuous learning, regular drills, and consistent evaluation. When communities understand the risks they face, recognize their respective roles, and routinely practice together, their capacity to respond to disasters becomes significantly stronger," said Dr. Ichwan.
Kadundung Village Head Parambung expressed appreciation for the collaboration between MDA, PUSPENA UNCP, BPBD Luwu, and PMI in strengthening community preparedness.
"We have experienced the tangible benefits of this program. The community has gained not only knowledge but also the opportunity to directly practice emergency response procedures. Activities like these help people better understand how to respond, coordinate with one another, and support each other during emergency situations," said Parambung.
For MDA, building resilient villages is not a short-term initiative but a long-term social investment that grows alongside the community. Through the Jaga Desa Program, the company will continue to strengthen partnerships with various stakeholders to ensure that every village within its operational area becomes increasingly capable of addressing a wide range of challenges, including disaster risks.

That is why we began by listening," he said.
According to Erlangga, FORDES MATAPPA serves as the foundation of the Village Stewardship Program. Through this forum, community aspirations are translated into three strategic pillars: Village Stability, Village Future, and Village Safety. This ensures that every initiative implemented by the company is rooted in the genuine needs of communities within its operational area. The Chair of the Luwu Regency Regional House of Representatives (DPRD) welcomed the strengthening of FORDES MATAPPA as a platform for community participation in regional development. Following the establishment of Disaster-Resilient Villages (DESTANA), PT Masmindo Dwi Area (MDA), in collaboration with Cokroaminoto Palopo University (UNCP), has carried out the next phase of the program by strengthening DESTANA institutions and conducting disaster preparedness simulations in Boneposi and Tolajuk Villages. The initiative is part of the Village Safety Program, one of the key pillars of the Village Protection Program (Jaga Desa), which was developed based on community aspirations conveyed through FORDES MATAPPA. Rather than ending with awareness campaigns, the program is designed to equip communities with the capacity, systems, and practical mechanisms needed to respond effectively during emergencies.Unlike previous activities, which focused on introducing disaster risks and establishing DESTANA organizations, this phase provided residents with hands-on experience through disaster response simulations. Activities included defining the roles and responsibilities of DESTANA members, developing coordination mechanisms, identifying assembly points and temporary evacuation shelters, mapping evacuation routes, installing evacuation signage, and practicing emergency communication procedures as part of community preparedness exercises. The program involved the Luwu Regency Government through the Regional Disaster Management Agency (BPBD), the Luwu Regency Social Affairs Office, the Indonesian Red Cross (PMI), village governments, FORDES MATAPPA, the Center for Community Development and Service (PUSPENA) of Cokroaminoto Palopo University, and residents from both villages. This multi-stakeholder collaboration plays a vital role in building a disaster preparedness system that communities can independently implement when disasters occur.MDA's Mine Technical Manager (KTT), Mustafa Ibrahim, emphasized that community preparedness cannot be built through theory alone but requires practical training and simulations so that every stakeholder understands their roles and responsibilities during emergencies.
"Our goal is not only to establish DESTANA organizations but also to ensure they are fully prepared to function when needed. That is why we actively involve community members in disaster simulations—from identifying evacuation routes and determining assembly points and temporary shelters to strengthening coordination among village stakeholders. We hope that when an emergency occurs, people will know exactly what to do because they have already practiced the response mechanisms together," said Mustafa.
Dr. Ichwan Muis, Head of PUSPENA at Cokroaminoto Palopo University, explained that simulations are a critical stage in ensuring that the disaster preparedness system functions effectively in practice.
"Our objective is not merely to establish DESTANA organizations but to ensure that every stakeholder in the village understands their roles and responsibilities during emergencies. Simulations provide the most effective learning experience because people do not only learn the theory—they also experience firsthand the processes of coordination, evacuation, and decision-making in real-life scenarios," he said.
Boneposi Village Head M. Hamka, S.Pd., welcomed the initiative, noting that the approach not only increased public awareness but also gave residents valuable practical experience in responding to potential disasters.
"Through these simulations, community members gain a clear understanding of what to do during a disaster—from identifying evacuation routes and assembly points to understanding each person's role in supporting the evacuation process. This is an invaluable asset for our community," he said.
Similarly, Tolajuk Village Head Badarudin stated that strengthening the DESTANA organization provides a stronger foundation for building community resilience.
"We highly appreciate this collaboration involving the government, academia, the private sector, and the community. DESTANA is more than just an organization—it helps foster a culture of mutual cooperation, coordination, and preparedness that we hope will continue to grow within our communities," he said.
The DESTANA strengthening program was previously implemented in Bonelemo and Ulusalu Villages in 2025. In 2026, the program expanded to Boneposi and Tolajuk Villages through a series of awareness sessions, institutional strengthening activities, disaster preparedness simulations, and the installation of evacuation signs as part of efforts to enhance village-level disaster mitigation systems.Moving forward, the program will be gradually expanded to other villages across Latimojong District based on risk assessments and field surveys. This initiative reflects MDA's long-term commitment to strengthening community capacity and reinforcing Disaster-Resilient Village institutions throughout the Latimojong region.

The Luwu Regency Government, in collaboration with PT Masmindo Dwi Area (MDA), continues to promote the development of human resources through the Village Future Protection Program (Jaga Masa Depan Desa). One of its key initiatives was marked by the official launch of the MATAPPA Academy by the Regent of Luwu. Implemented in partnership with the Luwu Regency Manpower Office, the program is open to 90 participants from MDA’s operational areas, who will receive vocational training and competency certification aligned with current workforce demands. This year, participants will undergo training in five competency areas: Automotive Technology, Air Conditioning (AC) Technician, Industrial Electrical Systems, Room Service, and Culinary Arts. In addition to competency-based training, participants will be prepared to obtain certification from Indonesia’s National Professional Certification Agency (BNSP), equipping them with recognized qualifications to enhance their competitiveness and employment opportunities. The program is part of a collaborative effort initiated through the MATAPPA Village Forum (FORDES MATAPPA), a platform that brings together local government, communities, and MDA to design development programs based on the needs of village residents. Through FORDES MATAPPA, community capacity building has become a key priority, leading to initiatives in vocational training, professional certification, entrepreneurship development, and community economic empowerment. The Regent of Luwu, H. Patahudding, S.Ag., emphasized that regional development must go hand in hand with the development of human capital.
“We want the people of Luwu Regency to possess stronger capabilities and greater competitiveness. That is why training and certification programs such as those offered through MATAPPA Academy are essential in preparing our younger generation to take advantage of available employment opportunities. With the right skills, people are not only ready to work but are also better positioned to grow and improve their quality of life,” said Patahudding.
He added that collaboration among local government, the private sector, and communities is crucial in preparing a generation that can compete effectively and contribute to regional development.Meanwhile, the Head of the Luwu Regency Manpower Office, H. Sofyan Thamrin, ST., MM., MSP., highlighted the importance of competency and certification in today’s increasingly competitive job market.
“Industries require workers with measurable and recognized competencies. Through MATAPPA Academy, participants receive not only training but also the opportunity to earn nationally recognized certification. This provides significant added value when entering the workforce,” explained Sofyan.
He expressed hope that participants would make the most of this opportunity to strengthen their competitiveness and improve their future employment prospects.MDA’s Mine Technical Manager, Mustafa Ibrahim, explained that MATAPPA Academy is part of the broader Village Future Protection Program, implemented together with FORDES to strengthen community self-reliance.
“Through the Village Future Protection Program, we aim to create more opportunities for communities to grow. Some of these opportunities come through training and certification to help individuals enter the workforce, while others focus on strengthening micro, small, and medium enterprises (MSMEs) so that communities can build sustainable and independent businesses,” said Mustafa.
According to him, village development is not only about infrastructure but also about ensuring that communities have the capacity to grow alongside the changes and opportunities emerging in their region.
“MATAPPA Academy is a tangible step toward preparing communities for the future. We hope to see more local youth equipped with the skills, certifications, and confidence needed to seize available opportunities, whether as employees or entrepreneurs,” he added.
The Village Future Protection Program is one of the three main pillars of the broader Jaga Desa Program, implemented through FORDES. In addition to enhancing community competencies through training and certification, the program also promotes entrepreneurship development, MSME strengthening, and various initiatives aimed at fostering economic self-reliance in rural communities.Through the collaboration of the Luwu Regency Government, FORDES, and MDA, the program is expected to produce more skilled workers while strengthening local businesses, providing communities with greater opportunities to improve their livelihoods and build a better future.

Through this forum, numerous community aspirations have been collected and are being jointly followed up by the Luwu Regency Government and MDA.The Jaga Desa Program is a direct follow-up to various community aspirations gathered through FORDES Matappa. The program is implemented through three main pillars: Safeguarding Village Stability, Safeguarding the Village Future, and Safeguarding Village Safety.Under the Safeguarding Village Stability pillar, the program focuses on strengthening FORDES Matappa as a community aspiration forum, conducting regular Sirampun (community dialogue forums), establishing Integrated Monitoring Posts, implementing labor-intensive programs, carrying out tree-planting activities, and enhancing the role of Village Mobilization Monitoring Cadres across operational-area villages.Meanwhile, under the Safeguarding the Village Future pillar, MDA and the Luwu Regency Government will launch a vocational training program for 90 young men and women from 21 villages. Scheduled to begin on June 8, 2026, the program covers five training areas: Air Conditioning Technician, Automotive Mechanic, Electrical Technician, Cook Assistant, and Housekeeping. The Safeguarding the Village Future pillar is designed to strengthen human resource capacity and promote community economic independence through vocational training, competency certification, internship opportunities, business mentoring, and MSME empowerment programs. For the Safeguarding Village Safety pillar, MDA is once again partnering with the Center for Mapping and Disaster Studies (PUSPENA) of Cokroaminoto University of Palopo (UNCP) and the Luwu Regency Regional Disaster Management Agency (BPBD) to strengthen the Disaster-Resilient Village Program (DESTANA). Activities include disaster preparedness training, regular simulation exercises, strengthening emergency response posts, and enhancing community readiness to face various disaster risks. The Regent of Luwu, H. Patahudding, stated, “FORDES Matappa has demonstrated that community aspirations can become the foundation for programs that bring tangible benefits to villages. Therefore, I fully support the strengthening of this forum so that it can play an even greater role in overseeing development and community empowerment.I invite all parties to continue maintaining this collaboration. Let us jointly support the Jaga Desa Program and the ongoing investment process so that operations can commence soon and generate broader benefits for the people of Luwu Regency.”MDA President Director, Trisakti Simorangkir, said that the Jaga Desa Program reflects the company’s commitment to continuously improve its approach to designing and implementing community empowerment initiatives.“In the past, many programs were designed from the company’s perspective and then introduced to the community. Today, we are striving to reverse that approach. We begin by listening to community aspirations and then work together to translate them into actionable programs.FORDES Matappa helps us listen more before taking action, understand more deeply before making decisions, and develop programs based on the actual needs felt by village communities. The Jaga Desa Program emerged from this process. It is not a program created by the company for the community; rather, it is a program that grew from community aspirations and is jointly supported by the Luwu Regency Government and MDA,” said Trisakti. The Head of the Luwu District Attorney’s Office, Muhandas Ulimen, emphasized that the success of FORDES Matappa and the Jaga Desa Program depends greatly on the ability of all stakeholders to build synergy and place community interests as a shared objective.“The public interest must take precedence over group or individual interests. The Prosecutor’s Office is ready to provide legal oversight and legal certainty to ensure that investment in Luwu Regency can grow and develop properly while delivering benefits to the community,” said Muhandas Ulimen.Meanwhile, Luwu Police Chief AKBP Adnan Pandibu expressed hope that the benefits of the Jaga Desa Program would be genuinely felt by the community.“FORDES Matappa must have the courage to take the lead in overseeing the implementation of programs that have been mutually agreed upon, while also serving as a bridge of communication between the community, the government, and the company,” said Adnan Pandibu.Through the Jaga Desa Program, the Luwu Regency Government and MDA hope to further strengthen collaboration among communities, local government, and the company, ensuring that development and community empowerment programs are implemented in a more focused, effective, and sustainable manner.
